No, Phil Pursar Hallard and I worked it all out. Gimmie a minute to get it from an online archive... right... the theory runs thus:
Mr Tyler was from Manchester and Miss ??? was from London. They met sometime in WW2 because they were both stationed somewhere (or she was a nurse etc etc - fill in your own story there). They marry and move back to Manchester, where they have their first son, Victor, in 1944*. They have another son, Peter, in the late 50s. Perhaps Mr Tyler was a career soldier, or Mrs Tyler had a late kid**. Or perhaps they had Peter as an attempt to stay together. Whatever happens, in the 60s the marriage fails and Mrs. Tyler moves back to her family in London, taking young Peter with her. Vic stays with his dad, marries thingy and has a son, Sam, in 1969. Pete marries Jackie in the 80s and has a daughter, Rose, in 1987. So Sam and Rose Tyler are time-travelling cousins.
The family thing would fit with both Vic and Pete being wide-boy salesmen. Vic's criminal tendancies would explain why the London Tylers don't talk about their Manchester relatives.
And yes, we have been working to tie it all to the Tyler in Dalek Invasion Earth.

**there are 13 years between youngest and eldest in my siblings. There are 18 years between my mother's siblings, so a gap of about 14 years is plausible
