    Hab auch mal ein bißchen rumgeforscht und folgendes gefunden:

    JMS hat sich bezüglich Keffer dahingehend geäußert bzw. die Figur damit begründet, dass er auch mal die weniger "wichtigen" Leute zeigen wollte. Außerdem fand er es anscheind etwas unrealistisch, wenn bei "Außeneinsätzen" immer Leute vom Führungsstab unterwegs sind, wie es bei anderen Serien ja oft gemacht wird (was mich desöfteren übrigens bei ST stört, aber das passt hier jetzt nicht rein), um das etwas zu umgehen zu können, wurde eben Keffer eingeführt.
    Über eine Einmischung seitens WB habe ich nix gefunden.

    But see, not every story has to be about the Important People.
    We've got that in our nominal "heroes." What tends to get omitted from
    SF are the grunts and the blue collar guys, the pilots who have to fly
    the missions called on by the Big Guys. To say "are they important"
    is, I think, really a question that proceeds from a skewed perspective.
    Are *you* important to the overall arc of this nation, the history of
    this country? Am I? Probably not; I'll never sign a constitution or
    discover radium or walk on the moon, I just write stories for phosphor
    dot screens; can there be anything more ephemeral? But the
    repercussions of history are written on the faces and the lives of
    those who *can't* change it, who have to live with the decisions made
    by those above. Showing those people is as valid as anything else.

    It ain't just the heroes that make the future, Edwin. It's the
    carpenters and the plumbers and the dockworkers we showed in the first
    season. Now, you may think they're unimportant. I don't.

    Nor was Keffer's character useless; through him, we got to see
    the Starfury pilots and learn more about them, we got our first close
    look at the shadows, we met the Gropos, and the primary incident that
    began to unravel the whole thing

    we're introducing a character who will be a Squad Leader for Zeta
    Squadron (the one that arrived in "Survivors"), Warren Keffer, which will
    be portrayed by Robert Russler. (Many people noted that logically you
    would have a regular squad leader as well as in some situations the
    Commander going out, and most times it's the Squad Leader who's out there
    doing this kind of stuff. And they're correct.)

    Keffer wasn't added because fans thought that sending the commanding
    officer into battle was inappropriate. We will still continue to send our
    COs into battle when necessary. Throughout the season, we've tried to
    flesh out the command levels. We started with 2 starfury squadrons on B5,
    and added a third in "Survivors." Logically, those are going to have
    squad leaders. Adding in all three would be a stretch budget-wise, but we
    could at least add one, to show a different aspect of the crew. And, in
    truth, you wouldn't have command personnel leading every single routine
    mission. We'd kinda wanted to do this in the first year, but we didn't
    have the money for it. In year two, we did, and thus added him.
